Marcia, Mary Bagley Philo was a sister-in-law to Albert Shirer (Not Schirer as you have listed) but was also a cousin. Albert's mother was Elizabeth Bagley, daughter of William Bagley and Catherine Sarbaugh. She had married Albert's father, Henry Clay Shirer. Elizabeth was sister to John Bagley, father of Mary, Emma (Emaline) and Sidney Bagley. Mary was the widow of Henry Philo. They had a son Herbert who was born in Mt. Vernon, Knox Co., OH 11 Jan 1881. Henry is listed in the 1880 census in Knox Co. as Harry Philo. There are many Philos there. Four were born in England including Henry/Harry. Most likely they were brothers. There were only two of them there in 1870 and Henry/Harry, Arthur and Fred weren't among them. I would look into shipping records during that time period to try and find them. Mary Philo is listed as married in the 1900 but there is no mention of Henry. It wouldn't surprise me if that was an error and he was already deceased. Fred T. Philo is listed in the 1900 census in Zanesville, born Jan 1850, England and listed with wife Emma and son Frank. The 1880 census finds him (36) with Emma and Frank in Mt. Vernon, Knox Co. There are also more than the five cemeteries you have listed, a lot more. Those you list are some of the larger ones but there are many smaller church cemeteries and private cemeteries. See my cemetery page on the Muskingum County OHGenWeb page for more information. Albert and Sidney are buried in Greenwood and I would imagine Mary is too. I can't say where Henry is buried. Perhaps he died in Knox and that is why Mary moved back to Muskingum to live with her sister. I don't have a lot more on the Philos but you can visit my family site and find more on the Shirers and Bagleys. Contact me for anything you don't find. Do you have 1880 census info for Arthur and Mary? I can't seem to find them in either Muskingum or Knox, or anywhere else for that matter.
