According to my HANDY BOOK FOR GENEALOGISTS published by The Everton Publishers, Logan Utah--Ohio was organized as a territory in 1799, and in 1803, Ohio became a state. HISTORICAL REMINISCENCES OF MORGAN CO., OH by Hon. James m. Gaylord reprinted from The Weekly Herald, McConnelsville, OH 1932, reprinted by the Morgan Co. Hx/Gen Society April 1984, pg. 5: "...Commissioners, E. CUTLER of Washington county, and Mr. LYBRANT of Pickaway county, in 1818, located the county seat (of Morgan Co., OH) at McConnelsville; Colonel David ROBB, the other commissioner, dissented."
