Ober, in German, means upper (it also means waiter, garcon.. but that isn't important... <grin>) Amt means office or bureau (it also means trunk, but again that probably isn't important). When you put the two together, a very common German practice, for instance autobahn or volkswagen or fahrvergnugen. It loosley translates to the higher government office or something similiar to a county seat or place of registry. That, or a waiter trunk whatever that may be..... Hope this helps. I do not think it is county or canton because I have also seen places with a Oberamt and Canton in address.
