We checked both the Index and the Supplemental Index. There are two references to Thomas Bay as an early settler but no reference to any Bay burials. Incidentally, my husband says there are two Bacon Ridge cemeteries, the one cited in the Powell book and an older one near by which is not included in the Powell book.
