    3. Todd et al, Do anyone know if this was also true in Jefferson County, Ohio, in 1818? My Philip CARREL or CARROLL died intestate in 1813 leaving a widow and nine minor children. An Estate Administer was appointed by the Court of Common Pleas in 1814 who was Ephraim Cellars. The children appeared 5-years later also in Common Pleas Court in Steubenville, and those over 14 chose a James Torrance as legal Guardian. The under 14-years old children were appointed the same guardian by the same court. I cannot find the records of the probate of the Estateof Philip Carrel in Jefferson County, OH court records, or LDS microfilm of same. Was there an Orphan's Court in Jefferson County, Ohio, in 1813-1818? These guardians were usually close male family members. the children over 14 got to chose their guardian.
