JJ, Jefferson County doesn't have a township northwest, Ohio before it became a state was called Northwest Territory. In the book Ohio Lands (covers 1788-1819) there is an Alexander Cassel cert# 340 purchased 29 Jan 1802 lived in Washington Co., PA at time of purchase. The purchase of land then would have been in Jefferson, but by 1813 was and still is located in Green Twp, Harrison County, OH. Maybe your Joseph some connection to him.
