Does she know any names of older relatives? Friends in places where she has lived? Names of any relatives that have passed, in Ohio. Most Ohio death certificates are online with familysearch.org pilot search. Also there is a big history library outside of Columbus that has microfiche of many of the birth certificates. Current birth certificates are kept in the City of birth, unless it's a very small town. Then they are sent to the county court house. What did she use to make application for a Social Security number? She would have needed a birth certificate I would assume to prove her birth?
