It is farther north than I thought. I did find this link about Isaac and Jerusha and family from Licking county. It is a Harris family genealogy (Jerusha's maiden name)and contains their descendants. No Ruth that I saw, but it may help you rule out certain families you run across. There were several different pages of Jewell families included.
