You can write to the INS: INS Headquarters 425 I Street, N. W. Room 5304 Washington, DC 20536 Request copies of the INS Naturalization Certificate for the individual, supplying their name, birth date, and country of origin. These documents will supply the petition number and the name of the court, which will enable you to get copies of the originals (the INS sends copies of copies which are sometimes not very legible) from the National Archives.
