Derek, I have an 1878 Directory of Tuscarawas Co. It shows in Sugar Creek Twp., Post Office Shanesville a Cornelius Neff, Gabriel G. Neff, John G. Neff. In Auburn Twp. post office Ragersville is a Peter & David Neff. My people also lived in Ragersville - Daniel & Phoebe Lembrecht. Neighbors, think of that. Have you tried interlibrary loan for your Neff book? You might also try the Tusc. Co. Gen. Society. They have a very good library.
