The quadrennial enumeration of military aged males, I believe was done by/for the county auditor's office. That is where I would start, then on to the regional depository for the area you're seeking the records. The Ohio Historical Society in Columbus has Morrow Co. I know. Not sure about Holmes Co. The only info on most is the name by township though..or the ones I've seen.
