Off of the top of my head (really) I can think of 2 different things this may refer to. 1) Way back when, meaning a long time ago, I recall a surname index on file cards at the library that was essentially the Genealogy Societies of what was submitted to them by members, of information on index cards. I guess it's possible it could have amounted to 60 films, but that seems a lot. 2) The library has also indexed surnames in books which were mentioned 3 or 5 times (don't recall which). I'm not sure if they continue to do this with staff cuts etc. on new acquisitions or not. But, the surnames used to be searchable via CINCH, by going to other or something. I haven't played enough with the new catalogue search engines to know how to find it now. In any case, before the catalogue was computerized, this all used to be in a separate card file at the library & perhaps still is (maybe those files near the City Directories?)
