Hi Lori. I know about those perpetual fees as I started the Wesleyan Cemetery website. Barely anyone pays or paid them there and that's one of the main reasons why the cemetery went broke. As family members die out and others move away, there's no one to collect from. It's a shame the cemetery you're dealing with didn't offer a one time fee or if they did, it wasn't done as it would make your situation a lot easier to deal with. Base cost: It depends on the company you hire to do it or if the cemetery has staff that can do it. Sometimes it may be the headstone company. About all you can do is question around. In my situation I was dealing with a cemetery in Michigan. It sounds like the cemetery you are dealing with won't allow anything without that fee paid but there may be legal 'work arounds'. The fee would be the same if there was or wasn't a stone there. Does the cemetery expect someone to still be paying for maintenance on burials done long ago in 500 years? ... You can see how cemeteries get into financial problems. Years ago they may have charged only $3 or $5 a year. At Wesleyan they had the option of 'ivy' on the graves (extra one time fee for planting) of which many did have long ago. In those cases it was then the maintenance job (cost) of keeping it off of the large upright headstones. ... Good luck!!
