Yes, the Mill Creek is a pretty major waterway. There is a large impoundment lake with a major dam in Winton Woods back upstream some miles and but if flooding is major they have to eventually release water to flow south to the Ohio River. They try to minimize this flow. At the junction with the Ohio there is the very large Mill Creek Barrier Dam. Inside is a long row of immense pumps. Their function is to pump water out of the Mill Creek and raise it to flow into the Ohio River. This can allow the Mill Creek to cause some reduced flooding of low lands while the Ohio River can be at a much higher level. That Mill Creek valley is all pretty low land. It is also a wide valley so a lot of property is involved. Some is marsh land and some is rail yards that have been backfilled in the distant past. Westwood Avenue itself is not all that far above the mean water level of the Ohio River. After the big flood in '37 the barrier dam was completed in '48 and major flooding in the Mill Creek valley has been much less severe. The infield at the old Reds Stadium on the north bank of the Ohio River WAS below flood level and there are pictures of the stadium surrounded by flood water. There are major pumps there I understand. The infield is probably pretty soggy (and not used) but it is not really flooded.
