Listed in the house of Selden Perkins Sr for 1900 Dayton, Tuscola, MI and is shown as nephew. Connection is maybe to Selden's first wife Margaret Allison born in PA about 1842, whom he married 1865 in Guernsey County, OH. This seems only sensible option as mother of Charles was born in PA. I do not know any brothers/sisters of Margaret.
