Before 1810, Guernsey was split between Belmont and Muskingum counties, mostly the latter. The location you describe was in Muskingum. So that is where you would likely find marriage records (Zanesville is the county seat). It's always possible that her familiy was still living in Virginia, and that might be where the marriage actually occurred.
