I am quite sure the picture and note are from my Great Great Uncle Lawrence Starr, who was born in the Nobel/Guernsey County Area. I know his father Harrison Starr is buried at the Palestine Church Cemetery. I would love to have a copy of the tin picture and note, but I have no idea if tins can be copied.
