He says he was never formally adopted but they (Guernsey County) won't let him have a birth certificate. Is that possible? He can't get a driver's license or a bank account without a birth certificate. So what can he do to get this straightened out? He really can't afford a lawyer to file for the birth certificate - can anyone out there help us?
