The bad news is that the birth may never have been reported. Although the state of Ohio "required" it back then, I don't think I've ever worked a line from that era where I found a birth record for each child. I don't have a clue why that's true, but I suspect it has something to do with home births that are unattended by a doctor or midwife. Heck, I finally located a birth record from the early 1940s out of Scioto County that was so far off that the person who was born hadn't ever been able to get a copy of it until some nice person in the recorder's office let me prowl through the cards myself. In that case, the doctor happened to be an alcoholic and didn't always get "minor details" right when he completed his paperwork.
