    3. Somewhere in the application information is a statement asking for an Ohio address. The library is for Ohio residents. Yes, it is correct that you must be in Ohio (at least once) to activate.     3. If you are only going to use the card on line, you do not need to come here to activate it. If you wish to check out items,then you need to stop in at one of the branches and show a photo id to activate it.     3. Are you talking about the Franklin Co. Library card? I was told when I got mine that if I got things by email I would not have to activate it, however, if appearing in person at the library and taking out books, etc. it would have to be. Why don't you email the librarian and ask? http://www.columbuslibrary.org/cmlcnix/searchobitform.cfm click on library logo at left hand top of page and it will take you to the sheet for email your question.
