Then, in some states each county applies their own interpretations. Sometimes it helps if the requestor identifies themselves as being very closely related. Perhaps you are just beginning your search and mistakenly believe you are a grandchild, for instance, then discover (via the death certificate) your relationship isn't as close as you thought.
