There are many Waughs in Greenbrier and Pocahontas VA/WV genealogy, as well. The patryonymic is even used as a middle name today there. It is highly likely that your Gallia Waughs would have come from there, either passing through or staying a generation or two. Try those sites! I just realized last night as I was entering past researched data into the computer that I have Waugh's in Gallia County. I have a George Waugh ( died in Gallia in 1858) married to Susannah Brown ( died in 1855) and were buried there. Also his brother Henry who died there in 1825 and his wife Elizabeth Brown.
