Hello - I am a pastor and the only thing I can think of is 'outside jurisdiction,' meaning the pastor may have been from out-of-state, and today that would mean he performed the marriage by permission of the Ohio Secretary of State and the presiding bishop. Back then, who can say if this policy even existed - just a guess on my part.
