For a brief early history see http://www.genealogybug.net/ohio_alhn/institutions.htm (bottom of the left-hand column) The Columbus institution remains, but is now called the Columbus Development Center and has "new" buildings. I looked in the most recent published list (Franklin County Genealogical Society, compiler, FRANKLIN COUNTY, OHIO CEMETERIES, 11 vol. , pub. Columbus 1980-1997; vol. 4, Prairie and Franklin Townships, pub. 1984) to see if there is a Hague buried at the institute's cemetery--his name does not appear in the index. I also searched Ancestry.com hoping to find a death record and found that by 1930 Herman H. Hague had been moved to the Institution For Feeble Minded, Orient, Pickaway County. The old records for both institutions have been archived and are at the Ohio Historical Society Archives Library http://www.ohiohistory.org/resource/archlib/. I believe the records are "restricted" so you should probably contact the library for more information.
