    2. The Franklin Co., Ohio Marriage records 1803-1840 have been extracted and can be searched on FamilySearch.org. I tried it for you and the only Puntenny(etc.) marriage was a Matilda to an Isaac Huff in 1822. I also tried a search on all of Ohio since the marriage records for the neighboring Licking Co., Madison Co., Pickaway Co., and Union Co. for that time period have also been extracted. The 1830 Census index on Ancestry.com shows 3 Puntenny men in Blendon Township, Franklin Co., OH: Joseph, Nelson, and Nelson H. Blendon Twp. borders Delaware Co., so you may want to try there. If I have time tomorrow, I will check the Fairfield Co. Marriage records at the local Family History Center. I also tried Hogbin in the Census indexes. There was a Wilson Hogbin in Harrison Co., Ohio in 1830, but if Aquilla was from Kentucky, that seems out of the way. 1840 Census index shows a W. Hogebin in Athens Co., Ohio which might be a possible county. In 1840 there was a John Hoagbin in Hamilton Co. which is a good location for Kentucky, but Hamilton Co. had several courthouse fires so many marriage records were destroyed. Generally speaking Ohio birth records started in 1867.
