Employees in the city for which I first worked were not covered by social security unless they were hired sometime after 1960 - it may even have been the mid-late 1960s. If that were his only employment then he may not have had social security and would not be in their index. I am sure an e-mail to the human resources department at Franklin County could provide an answer as to when their employees began to be covered by SS.
