Here is the real skinny: Lower Sandusky is the previous name for Fremont which is the county seat of Sandusky Co., OH. Upper Sandusky is the county seat of Wyandot Co., OH. Sandusky is the county seat of Erie Co., OH. Sandusky City encompasses what was originally "Ogontz Place" and "Portland Township." Hope that helps many of you researchers out there!
