As you are well aware, this language would prohibit a governmental agency within the state from providing electronic services if the same services can be provided by private industry. While I certainly understand the intent of this language, I have met with numerous officials from state departments and agencies, as well as other interested parties, who have expressed strong opposition to the amended language. This provision, in addition to the entire biennial operating budget, is currently being discussed between members of the Senate Finance Committee and the various interested parties. While it is too soon what changes may occur to this particular language, I can assure you that we are looking very closely at the impact this provision may have on informational services provided by the state.
