There were no records at the state level. Also during this time many births and deaths never were recorded. Birth and death certificates were not issured until the Health Department took over these records in December of 1908. This is when these records became available at both the county and state level. I checked the death records for Darke County Probate Court and found there was no recorded death for a Joseph Baker in 1891. I also checked the Darke County cemetery readings for a Joseph Baker. He was not listed.
