Can anyone suggest how Social Security Numbers would have been obtained if the births were not registered in 1899, 1902 & 1903. This seems to be the case for my three uncles who were born in Cleveland, Cuyahoga County in the above mentioned years. The brothers are known to have had Social Security numbers; in the case of the oldest I have his actual S.S. application record. However, when I did a search for the birth records (using a complete birth date) via the Cuyahoga County Archives as well as the LDS/FHL films I came up empty handed. I have heard it explained that in some cases family members vouched for the applicant but would there not have to be some documentation on record, even after the fact, to substantiate the birth.
