I may have found Harry Lee Phillips, but he would have been born much earlier than you said--actually, in about 1866, and died in Cleveland in 1958 at the age of 92. As you mentioned, he was black and born in Virginia. I find him in Cleveland as early as 1910, and before that, in 1900, I find a Harry L. Phillips whose a young child and living in Rappahannock, Virginia with his grandparents, Richard Phillips and I think wife's name Sophie. The child with the same name may have been a nephew of the one born in 1866. If this is the right person, his wife's name was Minnie rather than Mable. I find no record yet of Bernard, but am still looking. In 1930, Harry L. Phillips was 64, and lived with his wife Minnie, and children, Lee B. Phillips, Charlotte D. Phillips, Jessie M. Phillips, as well as his brother-in-law, Corwin C.
