Curt, You may have missed Eliz's comment that Cleveland city directories are online (although the images are not free) at Footnote. And it is a fairly complete collection, I have been using it for Cleveland research before 1890 up to past 1920. That would cover the time frame you are interested in. http://www.footnote.com/documents/_2/ The search engine does not always turn up the people who are listed, so I have learned to find and view the page my family should be on, and that works great.
