    3. At the library in St. Clairsville are two books - the first is the 1888 Atlas (Plat map book) for Belmont Co. This shows land owners for the year of 1888. They may also have a copy of the 1868 map, I'm not sure. When you locate the property you need to find, compare it to the current Belmont Co. plat map book, put out every two years by the county engineers dept. You should be able to locate any property this way.
