Generally county maps showing townships, etc, are available at the local courthouse, from the engineers office....you might want to check in St. Clairsville, either by mail or phone. I've gotten them from several other Ohio counties, and have the Jeff. Co one in front of me. It is "prepared by the county Engineering Dept."
