Lorraine, I have a Mary E. Starkey marrying Brice Scott. This Mary was born March 1825 in Ohio and died March 26, 1901, in Belmont Co., Ohio. I have her as the daughter of John and Sarah Collins Starkey. I don't know that we will ever straighten them out. I keep pulling pension files when in DC and hope that helps, but so far still can't place my Phoebe, but since George Starkey was the only Starkey that came from PA and the rest came from VA and Phoebe was born in PA I am going to assume she came from George - unless she was a niece or something, but will probably never know.
