I believe you'll find that the State of WV owns the Ohio River for the entire area that it forms the border...and, there are many WV counties that border the river....from top to bottom; Hancock, Brook (both appear just north of Ohio Co, in the northern panhandle), Marshall, Wetzel, Tyler, Pleasants, Wood, Jackson, Mason, Putnam, and Cabell.
