Charlotte: I checked the marriage records for Belmont County from 1803 to 1870 and could find no record of your Mary and Eli. There are lots of STARKEYs listed, though. If you are interested, I could type you a list of all STARKEY marriages from 1803-1890. That might give you some place to look for siblings, cousins, and other relatives. I also have the census for Belmont County for 1850, 1860, and 1870.
