As a bit of background, when a Quaker moved to another area they were not, automatically accepted into another monthly meeting....they had to bring with them a certificate from the meeting they belonged (rocf), that was sort of a letter that said they were a member in good standing. (appd isn't included in this list, but it simply means appointed.) Since the GGmother may have been born to non-married parents, she may have had her mother's surname of Puffenbarger or she may have had her father's surname of Oates. But searching for her father as a Puffenbarger is unlikely to find the correct family. I have an extended family situation in the late 1800's that sounds similar (different names and different states) in which the births were not recorded. In that situation the young woman became pregnant (obviously) but the families wouldn't let the couple marry because one was Catholic and the other wasn't (per a direct descendant). I do know that when the Catholic married it was to a Catholic, and the Protestant married a Protestant. I found that the child used his mother's surname when young, but took his step-father's surname when the mother married (he was never formally adopted by his step-father). It took a marriage announcement in a newspaper online to find the mother (and son) when she married. I don't believe it was required to register births till the early 1900s, so there would be no guarantee that it would actually be recorded anywhere...and, no guarantee, either, that the father was named Puffenbarger...the child might well have been illegitimate (and, unfortunately, too young to have appeared in the 1870 census in any household) . My husband has a great grandmother who was adopted and in her marriage application in the 1890s said her parents were Benjamin Oates and Elizabeth Puffenbarger and she was born in Lewis Co., WV. That is a lost cause for searching as their adoption records are closed forever and even though there were a lot of Puffenbargers in Pendleton Co., VA and they have their own web page they know nothing of Sarah Elizabeth Puffenbarger. I think she might have been born on the other side of the blanket as one man told me once about himself. She was adopted in WV and moved to western Kansas. Ancestry said they would consolidate them, but they never did. Also, go to www.familysearch.org if you haven't tried that, put just the surname in, and see what comes up. Yes, the 1936 flood was the worst recorded.... 55.5 ft. The one page flood edition of the Wheeling News-Register says 'Wheeling Is Isolated'....and has various first person accounts of the flood....the New Years Eve flood, was the next highest, with the water at 51.5 ft. My mother and her parents lived on 'the Island' for the 1936 flood, and after that my grandmother said "no more", and they built a house 'out the Pike', far away from the threat of flooding! Jae, I don't know about the Belmont Co. website, but you can submit transcriptions of wills and all sorts of other original items to OHFootsteps. Pike Island ( around Yorkville,Ohio was built in the 60's maybe and the Hannibal dam was built in the 70's I remember when the Pike Island wasn't there. and the Hannibal dam wasn't completed yet when I graduated from River High school in 72 but they were working on it. My aunt lived in Warrenton and I remember when they tore up the road to make for the back waters. Not a direct date of completion but gives you an idea. Warrenton was at one time bigger than Rayland but floods destroyed the town over the years the flood of '36 finally did it in. My son and I have been looking for a view of Warrenton when it was in its heyday but we still haven't found it. Found Tiltonsville and Rayland pictures. Be sure to check for the spelling Poffenbarger, which, in my own experience, is the more common spelling. I looked in THE CENTENNIAL HISTORY OF BELMONT CO, and find that the first house built in the village of Jacobsburg, ca 1815, was thought to be that of Joseph Puffenberger.
