After six months of waiting for my husband's ancestors records, I got a letter saying that the records were in a local depository in Cleveland Ohio and to call a number there. When I did they told me the records were in a depository in Maryland. I called them and then six more months passed. I had given up hope when a package came in the mail. It held 200 zeroxed pages of the file. Turned out a handicapped child had received the father's civil war pension up until the 1950's. Because of that, the case had never formally been closed when the child died so the records had never been depostited in DC. Maybe something like that happened concerning the soldiers you are seeking info on. Maybe someone is still receiving the pension money and the records are not accessible.
