The special probing in the police examination took place before Mr Small and Chief of Police Millikin. James Mulligan, a saloonkeeper testifed that five years ago he had given Casey $20 with the understanding that his saloon would be allowed to stay open after midnight. Mulligan testifed that further payments had been made during the last five years.
