Hello all. In answer to the question on ward maps-- in the early census days in Cleveland, the enumeration disctricts were based on the political wards people lived in. If you needed to order a roll of microfilm, for example, and knew your family lived in a certain ward, that would tell you which roll to search. The map would tell you which streets fell into a ward-- this changed over time, of course. So, if you had an address, you could find the ward, then the roll, etc. There are surname indexes for all Ohio census records through 1880, fyi.
