In a few very rare circumstances, they outsourced or contracted this responsbility to an established archive as was done in New York City when the FHC closed there several years ago. The New York State Library has all the available NY state censuses at their facility. I don't know if they would lend copies to another library through Inter-Library Loan but your local library could certainly ask.
