Deborah, Thanks very much for providing that form. It sounds like it could be what I will receive in the mail. If so, the statement in 3e does NOT refer to certificates for genealogy. And, there is nothing there that says that for genealogy you have to prove your relationship to the person whose certificate you want, nor that you need to prove who you are. I will be in contact with the Yonkers registrar again after I get whatever I'm sent.
