It's not just the rich or the rich and famous who are buried there. It's certainly true they have big mausoleums, and fancy graves of rich, of famous, and of rich and famous people. However, there are loads of just plain ordinary people at every economic level buried there. Lots of them without even a stone. Some where the stone has sunk into the ground and disappeared under the turf.
