    3. Off the cuff, I have found that an "industrial school" in that time period could be a residential facility for orphaned and abandoned children, in which skills for a trade were taught. Perhaps donations were more forthcoming if the place had such a link to industriousness in its name, rather than "orpha- nage." The other possibility is, as the term vocational school is used now, it was a non-residential school for the learning of trades useful in modern industry. In any case, the city directories of the time should have a listing of all such eleemosynary organizations, which perhaps the Kingston area library would consult for you.
