It has been determined by New York State Archives, and agreed to by Robert Freeman, Executive Director of the Committee on Open Government, and Peter Carucci, Director of Vital Records, New York State Department of Health, that the old marriage records in the possession of county clerks come under the jurisdiction of the State Department of Health. The records, in their complete form, are now deemed confidential. The online index has been deemed not confidential and may be updated to include city or town in which the license was issued. Regarding the Veterans Discharge Papers, I have gotten conflicting information from the County Clerk's office and am trying to clarify. One county employee told me that they were removed by directive from the State and another employee told me that they were removed by directive from the Veterans Service Agency. There were no deputy clerks "in" during my recent visit and I'm trying to reach the Director of the Veterans Service Agency. The Ulster County Genealogical Society and our researchers depend heavily on these records. This is a real set back for all of us.
