The only place I found his name was here ... Landmarks of Tompkins County, New York : including a History of Cornell University by W.T. Hewitt Author: John H. Selkreg Syracuse, N.Y. Publisher: D. Mason Date: 1894 "Protective Police" formed with 30 members January 23, 1868. These were a group of Firemen, also invested with police powers, during the time of a fire. Freeman Kelly is mentioned as one of the first members. pp 152-153 Perhaps the History Center of Ithaca has more information regarding these members - Freeman being one of them. They may have a personal family file on him donated by someone in the past. They are very nice at responding by email to let you know if they have files on a particular family or person or not.
