Fran, As far as I know all wills are in the Tompkins Co., NY Surrogate office, located at the Court House in Ithaca. Dates starting about 1817. Unsure if there are any earlier than that. If you go in person the cost for the wills are copy fees. If you order them for the clerks to look up, wills are $90.00 per will, plus copy fees. Or you can order through "Tompkins County Will Testators Index 1817-1903"SAMPUBCO <http://www.sampubco.com> an online resource site by W. David Samuelsen. If you do not find them in Tompkins Co., you may want to try Seneca Co. I did not find any Blain, or Blaine in Tompkins Co., on Sampubco, but I did find some in Seneca Co.
