I would try the churches in Ogdensburg during the period for a possible baptismal record. To help with finding relatives, the Ogdensburg library has some city directories. I am not sure of the dates covered, but you might want to call the library and see what is available timewise. A check of years 1866 to about 1882 might turn up some McNeeley families that are possible parents to your person. Have you tried the Ogdensburg census for 1870 and 1880 looking for Catherine? If you find a daughter of the approximate age, you likelly have the parents names which will help in your further searching. The LDS has the index for the 1880 census online at www.familysearch.org
