Counties do have naturalization records. Note that naturalization is voluntary so your ancestor may or may not be listed. The national archives has a very informative website that may help. Finally, it appears to posted your query to the wrong county message board. You reference Jefferson county, make no mention of St. Lawrence county but posted to the St. Lawrence county message board.
